Required Information and Documents in the Work Permit Evaluation Process;

Work permit applications generally begin with foreigners applying for a work permit and visa to the relevant foreign representative offices of the Republic of Turkey. However, if the foreigner in Turkey has a residence permit that is valid for at least 6 months, the work permit application can be made as a domestic application. The requested documents will be sent online via the e-permit automation system.

  • Employment contract signed by the employer and the foreigner. (This document will be scanned and sent online during the electronic application.)
  • Passport copy. (In cases where the passport is not written in Latin letters, its translation approved by a sworn translator or official authorities will also be added to the application.) (This document will be scanned and sent online during the electronic application.) Important Note: In accordance with Article 23 of Law No. 6458, it will be given to foreigners whose requests are deemed appropriate by our Ministry. Work permits are issued not to exceed sixty days before the passport expiry date. In addition, work permit applications made with a passport or passport substitute document valid for less than sixty days as of the work permit application date are not processed.
  • A copy of the Diploma or Temporary Graduation Certificate with the Turkish translation approved by a sworn translator or official authorities, this document will be scanned and sent online during the electronic application. A diploma is mandatory for foreigners who will work within the scope of professional services and for foreigners who will work in professions deemed necessary by our Ministry. It is not mandatory to submit a diploma in domestic services, but a statement regarding the last school completed is sufficient.
  • Turkish Trade Registry Gazette showing the latest capital and partnership structure of the organization.
  • Last year's balance sheet and profit/loss statement approved by the tax office or certified publicaccountant.
     

Education Sector:

For foreigners who will work in private educational institutions affiliated with the Ministry of National Education, a document obtained from the Ministry of National Education showing the professional qualification of the foreigner (Preliminary Permit Certificate).

For private educational institutions that will employ foreigners, "Permission to Open an Institution and Start Education" and "License" obtained from the Ministry of National Education.

Home Services:

Foreigners are not given work permits except for domestic services, caring for the elderly, the sick and children.

Health sector:

For foreign healthcare professionals who will work in private healthcare institutions affiliated with the Ministry of Health, a Preliminary Permit Document showing the professional qualification of the foreigner obtained from the Provincial Health Directorate of the province where the healthcare institution they will work in is located. This document will be scanned and sent online during the electronic application.

Activity Permit Certificate obtained from the Provincial Health Directorate for private health institutions that will employ foreigners.

Tourism sector:

For foreigners who will be employed in workplaces with a tourism business certificate, a Business and Investment Certificate obtained from the Ministry of Culture and Tourism, or an Activity Certificate obtained from the Chamber of Commerce if it is not a certified business, this document will be scanned and sent online during the electronic application.

Entertainment Industry:

Testimonial with Turkish translation approved by a sworn translator or official authorities (There will be an apostille annotation or Foreign Representation certification in accordance with the 1961 Hague Convention on the testimonial of the foreigner for whom a work permit is requested, showing that he has worked as a programmer in foreign enterprises with an international reputation as an artist or at the same level.) Employment Contract drawn up in Turkish and the foreigner's language, (The employment contract with the wet signatures of the employer and the foreigner will be scanned and sent online during the electronic application.)

Business Certificate obtained from the Ministry of Culture and Tourism,

Matters that must be included in the employment contract with foreign artists:

  1. A record stating that foreign artists will undertake that their return tickets and travel expenses will be covered by the employer upon their return to their country following their working period,
  2. Commitment that the wage cannot be lower than three times the minimum wage, which changes every six months,
  3. Workplace Tax Number,
  4. In addition to the rights of the employee, there will be 155 Police Emergency and 157 Helpline for Victims of Human Trafficking, Alo 170 helpline numbers and contact numbers of the Provincial Directorates of the Labor and Employment Agency of our Ministry for consultation when necessary.
     

Aviation Industry:

For foreign pilots to be employed in workplaces operating in the aviation sector, a Pilot License with a Turkish translation approved by a sworn translator or official authorities. This document will be scanned and sent online during the electronic application. The work permit issued by our Ministry becomes valid with the Validation Certificate obtained from the General Directorate of Civil Aviation of the Ministry of Transport, which validates the licenses of foreign pilots in Turkey.

Engineers and Architects;

If the foreigner, for whom a work permit is requested as an engineer/architect within the scope of Professional Services, receives higher education abroad, he will receive a "Diploma or Temporary Graduation Equivalence Certificate" in accordance with the Foreign Higher Education Diplomas Equivalence Regulation, in accordance with Articles 3 and 7/p of Law No. 2547 (This document It will be scanned and sent online during the electronic application.)

For legal entities that will employ foreign experts as engineers/architects/urban planners, a pay slip proving that Turks are employed in the same profession (This document will be scanned and sent online during the electronic application.)

Companies and Branches Operating Within the Scope of Foreign Direct Investments with Special Features;

Applications will be made according to the procedures and principles specified below for foreigners who will be employed in companies and branches that meet at least one of the special foreign direct investments criteria stipulated in Article 10/a of the Regulation on the Employment of Foreign Personnel in Direct Foreign Investments.

Documents proving that the organization's export amount in the last year was at least 1 million US Dollars (Documents such as bank receipt for the export amount, bank letter, photocopy of foreign exchange purchase document, company approved income statement)

Documents Required for Key Personnel to Work in an Organization That Meets At Least One of the Conditions Mentioned Above:

  1. For Company Partner, Chairman of the Board of Directors, Board Member, General Manager, Deputy General Manager, Company Manager, Deputy Company Manager and similar positions (documents such as Signature Circular, photocopy of the Board of Directors or Board of Partners Decision)
  2. Experts with knowledge that is considered basic for the organization's services, research devices, techniques or management (testimony and translation, diploma copy and translation, and valuable documents and information and translation for the field where the personnel in this scope will be employed (For example, for export personnel, the relevant bank that shows exports on a country basis) (such as approved bank receipt, bank letter, photocopy of foreign exchange purchase document)
  3. Appointment letter stating that the key personnel to be employed have been assigned by the parent company abroad

Liaison Offices:

For foreigners to be employed in liaison offices, the activity permit obtained from the Ministry of Economy will be scanned and sent online during the electronic application.

For liaison offices, documents proving that at least 200 thousand US Dollars or equivalent foreign currency has been brought from abroad in the last year (authorization certificate for the office official and documents such as bank receipt, bank letter, photocopy of foreign currency purchase document regarding foreign currency transfer).
