SHORT TERM RESIDENCE PERMIT

Foreigners who will be issued a Short-Term Residence Permit;

  1. Foreigners who will come for scientific research purposes,
  2. Foreigner who owns real estate in Turkey,
  3. Foreigners who will establish commercial connections or business,
  4. Foreigners who will participate in the in-service training program,
  5. Foreigners who will come for education or similar purposes within the framework of agreements or student exchange programs to which the Republic of Turkey is a party,
  6. Foreigners who will stay for tourism purposes,
  7. Foreigners who will receive treatment, provided that they do not have one of the diseases that are considered a threat to public health,
  8. Foreigners who must stay in Turkey due to the request or decision of judicial or administrative authorities,
  9. Foreigners who will be transferred to a short-term residence permit in case they lose their family residence permit conditions,
  10. Foreigners who will attend Turkish learning courses,
  11. Foreigners who will participate in education, research, internships and courses in Turkey through public institutions,
  12. Foreigners who have completed their higher education in Turkey and apply within six months from the date of graduation,
  13. Those who do not work in Turkey but will invest in the scope and amount to be determined by the Council of Ministers, and their foreign spouses, their and their spouse's minor or dependent foreign children,
  14. Foreigners who are citizens of the Turkish Republic of Northern Cyprus,

For how many years can a short-term residence permit be issued?

Short-term residence permit can be issued for a maximum of two years at a time, except for foreigners listed in the 13th and 14th rows above.

What are the conditions for short-term residence permit?

  • In order for a short-term residence permit to be issued, foreigners must meet the conditions set out in Article 32 of the law.
  • To submit regulatory information and documents regarding the purpose of stay in Turkey,
  • Not falling within the scope of Article 7 of the said law,
  • To have housing conditions that comply with general health and safety standards,
  • If requested, to present a document showing his/her criminal record issued by the competent authorities of the country of which he/she is a citizen or legally resides,
  • To provide address information where he/she will stay in Turkey.


What are the reasons for rejecting, canceling or not extending a short-term residence permit?

  • Failure to fulfill or eliminate one or more of the conditions for a short-term residence permit,
  • It is determined that the residence permit is used for purposes other than the purpose for which it was issued,
  • There is a valid deportation or entry ban decision against him/her,
  • Being in violation regarding the duration of stay abroad,
  • In such cases, short-term residence permits are not granted,

if granted, they are cancelled, and expired ones are not extended.

LONG-TERM RESIDENCE PERMIT

Who are the foreigners who can be issued a long-term residence permit?

  • An indefinite residence permit is issued by the governorships, with the approval of the Ministry, to foreigners who have stayed in Turkey with a residence permit for at least 8 years without interruption or who comply with the conditions determined by the Ministry.
  • Refugees, conditional refugee and subsidiary protection status holders, humanitarian residence series holders and those granted temporary protection are not granted the right of passage with a long-term residence permit.


For how many years can a long-term residence permit be issued?

Long-term residence permit is issued indefinitely.


What are the conditions for long-term residence permit?

In order for a long-term residence permit to be issued, foreigners must meet the conditions set out in Article 43 of the Law.

  • Having lived in Turkey with a residence permit for at least 8 uninterrupted years (half of the student residence permit period specified in Article 38 of the law and all other residence permits are counted in the calculation of 8 uninterrupted years),
  • Not having received social assistance in the last 3 years,
  • To have sufficient and regular income to support oneself or one's family, if any,
  • Having valid health insurance,
  • Not to pose a threat to public order or public security (except for foreigners deemed appropriate by the Migration Policies Board).

Rights provided by long-term residence permit;

Foreigners with long-term residence permit; They can benefit from the rights granted to Turkish citizens, provided that their rights regarding social security, except for the obligation to do military service, to elect and be elected, to enter public office and to import vehicles exemptly, and the regulations in the special law, are reserved.

What are the reasons for rejecting, canceling or not extending a long-term residence permit?

  • The foreigner poses a serious threat to public order or public security,
  • Long-term residence permit will be canceled if the person is outside Turkey for more than one year for a reason other than health, education or compulsory public service in his/her country.


Cancellation of long-term residence permit is carried out by governorships.

Re-applications for foreigners whose long-term residence permits have been cancelled, re-applications for canceled long-term residences are made to the consulates abroad, and to the governorship in the province where the foreigner is located, in person or according to the application rate determined by the general directorate.


In re-applications, the requirement to stay in Turkey with an uninterrupted 8-year residence permit is not required again, applications are evaluated on a priority basis and finalized within one month at the latest.


Foreigners whose long-term residence permit has been canceled due to staying outside Turkey for more than one uninterrupted year, excluding health, education, compulsory public service in their country or duty, can apply to re-obtain this permit.
